On : 12.2 version, Patch Application Issues

When attempting to apply patch 28840850, the following error occurs.

Error details:

Uploading from staging tables
  Error loading seed data for AME_ATTRIBUTE_USAGES:  ATTRIBUTE_NAME = ACCOUNT NUMBER, APPLICATION_NAME = Oracle Quoting,  ORA-00001: unique constraint (HR.AME_ATTRIBUTE_USAGES_UK1) violated
  Error loading seed data for AME_ATTRIBUTE_USAGES:  ATTRIBUTE_NAME = TOP_SUPERVISOR_PERSON_ID, APPLICATION_NAME = Oracle Quoting,  ORA-00001: unique constraint (HR.AME_ATTRIBUTE_USAGES_UK1) violated
  Error loading seed data for AME_ATTRIBUTE_USAGES:  ATTRIBUTE_NAME = CUSTOMER NAME, APPLICATION_NAME = Oracle Quoting,  ORA-00001: unique constraint (HR.AME_ATTRIBUTE_USAGES_UK1) violated
