Symptoms

On 12.2 version, Patch Application Issues

When attempting to access the Define User form (FNDCAUS)
the following error occurs.

ERROR
-----------------------
APP-FND-01572: Invalid foreign key data was found for this record.
Value:<person_id> for column PERSON_ID does not exist in table &TABLE (VIEW=HR_FNDSCAUS_PERSON_V)


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. System Administrator
2. > Security > User > Define
3. Query on user name

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot access employee data from the apps schema where the data is held in HR_FNDSCAUS_PERSON_V
