User receives an error while clicking on the Create/Update Agreement button on the Project Contract Fund Allocations form:

The issue can be reproduced at will with the following steps:
1. Navigate to project contract responsibility
2. Navigate to Funding Workbench
3. Click the Create/Update Agreement button
