Configurator Rules Are Not Working When Selecting Configurations in OM (Doc ID 2696908.1)

Symptoms

On : 12.2.5 version, Runtime UI

ACTUAL BEHAVIOR
------------------------------
Option classes of models are not defaulting as per defined rules (resulting in incorrect configuration), when customer attempts to configure a Model Item ordered in a sales order line.
This issue occurs only when the Configurator is selected from sales order form and does not occur inside Configurator developer, when clicking Test Model.

EXPECTED BEHAVIOR
-----------------------
Option classes should default , as per defined rules irrespective of whether Configurator is accessed from Sales Order or Configurator developer. 

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Oracle Applications
2. Create BOM for model XYZ in org A.
3. Copy BOM from organization A to org B.
4. Import model into Configurator from org A.
5. Create a Configurator rule for model XYZ
6. Generate logic.
7. Verify the new rule is effective in Configurator developer when doing Test Model.
8. Create a new publication.
9. Submitted Process a Single Publication program.
10. Navigate to Order Management from org B and open Configurator from Sales Order form. Select options, the rule is not working.
