Debriefing More Than Available OHQ Allowed When Using Decimals (Doc ID 2698201.1)

On : 12.2.8 version, Debrief / Field Service Report

ACTUAL BEHAVIOR
---------------
Use case: 0.5 unit of an item available to debrief.
- when debriefing 1 (integer number) the validation works and throws the Quantity will drive inventory negative' error, and does not save the line
- when debriefing 1.8 (decimal number over 1) same validation works
- when debriefing 0.8 (decimal number below 1 and more than available OHQ) the validation is not applied and allows to save the line driving negative inventory balance

EXPECTED BEHAVIOR

Validation needs to be applied for all type of debrief quantity bigger than available even if only a small fraction is debriefed.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Debrief 0.8 quantity when only 0.5 is available to transact.
