Changing Quantity On Quote Line Does Not Change Service Line Quantity

Symptoms
On : 12.2.5 version, Transaction Entry
Create a quote that contains a regular line that triggers a Buy-One-Get-One for a service line and another Buy-One-Get-One for a billing only line. When increasing the quantity on the regular line, a warning message is displayed.
When deleting the service line, adding it back manually and changing the regular item quantity, the message is not displayed but the service line quantity is not updated and the bill only line quantity is updated. This functionality works correctly in the sales order form when creating an order but not a quote using the same items.

STEPS

The issue can be reproduced at will with the following steps:
1. Responsibility: Quoting and Order Management
2. Navigate:
a. Using the Quick Quote Form, create a new quote header
b. Add a serviceable item on the line for a quantity of 7
c. Add service to the item
d. Submit draft
e. Customer rejection
f. Change quantity on line 1 to 5
g. Save
3. Warning message is generated.
