ECO Implemenation Ends With Warning and Log File Message - APP-FND-01388: Cannot read value for profile option RPM_CONC_PROCESS_ID (Doc ID 2699009.1)

Symptoms

Automatic Engineering Change Order Implementation (ENCACN) concurrent program is scheduled to run periodically.
In ends with a Warning Status.  The following messages are send in the request log:

APP-FND-01388: Cannot read value for profile option RPM_CONC_PROCESS_ID in routine &ROUTINE.


Process is run again with profile "MRP: Debug Mode" set to Yes and shows following error in the request log:

   wilmlx.ppc: wip_massload_pub.massLoadJobs API returned unsuccessful status
     Error msg: ORA-00001: unique constraint (WIP.WIP_OPERATIONS_U1) violated in Package wip_bomRoutingUtil_pvt Procedure explodeRouting

Index WIP.WIP_OPERATIONS_U1 is a unique index on the following columns:

  WIP_ENTITY_ID
  OPERATION_SEQ_NUM
  ORGANIZATION_ID
  REPETITIVE_SCHEDULE_ID
