Symptoms
On Release: 12.2.8 version, E-Content Manager
When attempting to "Download Resources" to upload a Catalog the following error occurs.

STEPS TO REPRODUCE

The issue can be reproduced at will with the following steps:
1. Login to E-Business Suite
2. Navigate to Responsibility: iProcurement Catalog Administration
3. Agreements Tab
4. Click: "Upload" -> Click: "Upload" -> Returns Agreements: Upload -> Upload Document
5. Click: "Download Resources" button -> Download Resources page -> Click: "Download" button
6. Gets Error: You have encountered an unexpected error. Please contact your System Administrator for assistance.
