PDF Email Failed To Sent To Supplier Due To Mailer Set Notification Preference to DISABLED (Doc ID 2699408.1)

Symptoms

 After PO is approved. "To Supplier" email notification failed to be sent to Supplier User.

Check the Notification Preference of the supplier user, it shows DISABLED.

Manually change Notification Preference to MAILHTML by sqlplus.

Several days later,  "To Supplier" email notification failed to be sent to Supplier User again due to notification preference was sent to DISABLED again.
