Symptoms
Problem Statement:
After upgraded database from 11G to 19.6, when attempting to produce the RTI EPS XML output file for transmission to HMRC, the following error occurs.
ERROR

Report Generation Failed java.sql.SQLException: ORA-20001: Errors found while generating xml.
ORA-06512: at "APPS.PAY_GB_RTI_EPS_XML_20", line 2372
ORA-06512: at line 1
Exception in write_to_file.
-22285 - ORA-22285: non-existent directory or file for FILEOPEN operation
Exception in merge_xml.
-20001 - ORA-20001: Errors found while generating xml.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to UK HRMS Responsibility
2. (N) > View > Request > Submit a new Request
3. Run RTI EPS > view output
