OTL EAM Timecard Error "Start Time Of XXXX Precedes Released Date For The Work O (Doc ID 2699490.1)

Symptoms

When attempting to release a work order, the following error occurs. The released date will have a date with timestamp in
EAM tables for example 5/13/2020 6:10:17 AM. However in OTL Timecard the Start_date i.e. the Timecard date will be without
timestamp for example 5/13/2020. This would be treated like the OTL Timecard date is earlier than the Workorder released date
This check is in EAM_OTL_TIMECARD_PUB.eam_validate_timecard line "if l_current_week_tc(k).start_time >= SYSDATE then").

ERROR

 Start time of 'dd.mm.yyyy' precedes released date for the work order.


STEPS

The issue can be reproduced at will with the following steps:
1. Responsibility: Self service time.
2. Navigation: Create timecards.
3. Enter details as needed and click continue button.
4. The error above appears.
