US Gross to Net balances to the Federal State Tax Remittance Report

EXPECTED BEHAVIOR
-----------------------
Expect the Federal and State Tax Remittance Report and the 941 field/line 5e Total Social Security and Medicare taxes to balance

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. The field 5a(i) and 5a(ii) is populated after adding user defined elements for COVID to the balances recommended by quarterly patch "Second Quarter 2020 Statutory Patch Readme for Release 12.1.x Patch 31477182:R12.PAY.B".

The balance feeds are as follows:

US FFCRA EMERGENCY FAMILY LEAVE -> Covid Child Care (Add Pay Value)
US FFCRA EMERGENCY LIMITED SICK LEAVE -> Covid Emg Sick Tier 2 (Add Pay Value)
US FFCRA EMERGENCY SICK LEAVE -> Covid Emg Sick Tier 1 (Add Pay Value)

2. Submit the Run Balance Diagnostic Report to confirm balances are valid.

3. There is a discrepancy in Field/Line 5e/ Total Social Security and Medicare taxes. Add Column 2 from lines 5a, 5a(i), 5a(ii), 5b, 5c, and 5d to match.
