E-Records Security Rules Do Not Work As Expected (Doc ID 2700386.1)

ACTUAL BEHAVIOR
---------------
E-Records security rules do not work as expected

In trying to apply security rules in E-records using the documentation steps , the rules  to restrict access are not applied and all files from the Evidence store are able to be seen as if no security was set up for them. 


EXPECTED BEHAVIOR
-----------------------
Expect to only see files that have no security rules to restrict access.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1- Create a secure element for ATTRIBUTE_CATEGORY - File approval event.

Go to ERES Administrator -> Set-up -> XML Elements tab.  Define element in security rules.
2- Run E-record Indexed XML Element Maintenance program to index new element.
3- Create a security rule to restrict access to specific category then save.
4- Run E-records Security Policy Administration program.
5- Check Evidence store and query files, all files are retrieved.

Note: EDR:Security Level High profile option is set to N on site level.


BUSINESS IMPACT
