Assignment Set (Criteria) Does Not Work For Payroll Reports (Doc ID 270084.1)

Symptoms

On Payroll reports there is an optional parameter 'Assignment Set Name'.   If an assignment set is created using 'Amendment' to include employees and submit Payroll Register Report (for example) using the assignment set, it works as advertised.

If an assignment set is created using 'Criteria' and the 'Generate' button is selected to generate the fast formula for assignment set, the fast formula does get generated and looks good and verifies, but when this assignment set is used in the Payroll Register Report submission no records are ever selected.
