Goal

Why isn't the OEXOEINL Forms Personalization for Record Group working ?

Created a forms personalization for the form OEXOEORD that modified a record group for a LOV. That worked fine.
Then, wanted to create a personalization for the form OEXOEINL (Add Customer) on the CONTACT Last Name field.
The Add Customer form is called when the Contact on the Sales Order Form (OEXOEORD) is not found.
The Add customer form field called Last Name (which is in the Contact section) seems to populate the same LOV, no matter what is put in the personalization for record group.
This worked just fine on the Sales Order form but doesn't work on the Add Customer form.
