Lines in 'Awaiting Fulfillment' Do not Progress to Invoice (Doc ID 270250.1)

Symptoms

Unable to close lines on the sales order.
The OM Order Diagnostic Report shows the data as follows.
Header is BOOKED
Line 1.1 is AWAITING_SHIPMENT (Order booked but lines not yet picked. )
Line 2.1 is AWAITING_FULFILLMENT
Line 3.1 is AWAITING_FULFILLMENT

All three lines are in a fulfillment set. They are in the same fulfillment set.
