Unable To Open Core Enter Purchase Order Form From Purchase Order Summary (Doc ID 2703076.1)

Symptoms

Using Purchasing, Version 12.1


Actual:
Navigate to the Purchase Order Summary - query the purchase order and choose Open.  Nothing happens, the Enter Purchase Order form does not open.



Expected:
Navigate to the Purchase Order Summary - query the purchase order and choose Open, the form should open.

Error:
No error is given, nothing happens.

Replication Steps:
The issue can be reproduced at will with the following steps:
1. Purchasing - Purchase Order Summary
2. Query the purchase order
3. Click the Open button and nothing further occurs
