Oracle Forms Trace Not Generated by Shown Name and Path in Message

ACTUAL BEHAVIOR

Oracle forms trace with "Trace with Binds" not generated.
To diagnose a form issue (Navigation : Oracle Financials for India > Process Recovery >Recovery Management), tried to enable tracing from (Help>Diagnostics>Trace>Trace With Binds) but the trace file was not generated on the path and name shown in the Pop-Up message. System shown trace file name as TEST_ora_17284_SYSADMIN.trc. Actual file generated was TEST_s022_17284_SYSADMIN.trc.
EXPECTED BEHAVIOR

It should generate trace for all forms on shown path and name given in message .
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Open form (Navigation : Oracle Financials for India > Process Recovery >Recovery Management),
Enable tracing from (Help>Diagnostics>Trace>Trace With Binds)
