ACTUAL BEHAVIOR

Hours is not showing on SOE for Retro Elements
The hours on our Retro elements are not showing on the SOE. The retro elements were created with the same features as the base element.
EXPECTED BEHAVIOR

expected to see correct hours in the SOE for retro element
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.create Regular time element from earning template
2. create Retro Regular time from earning template same as the base element
3. Retro Regular time is generated correctly in the new pay period
4. run quickpay for the new pay period that has the Retro Regular time
5. check SOE . Retro regular time has 0 hours .
