Error "Customers does not exist or does not have valid location " while doing Self Registration. (Doc ID 2703984.1)

On : 12.2.2 version, Self Registration

Self Registration is not picking the correct Responsibility.

During registration by external customers through iReceivables following error message displays

"Customers does not exist or does not have valid location" even  with Valid Customer number.

Steps to Reproduce:-

1) Enter the Url
2) Select customer Number.
3) Email address - Provide any email address.
4) Click next error displays.
