GLNLINS.sql Fails With The Error ORA-01858: A Non-numeric Character Was Found.. (Doc ID 2704172.1)

Symptoms

Adding a new language to Oracle E-Business Suite per note (R11i / R12 : Requesting Translation Synchronization Patches (Doc ID 252422.1)).
As per this note, running sql file GLNLINS.sql and it is ending with an error. 

GLNLINS.sql fails with the below error:

Adding new languages rows for GL_JE_SOURCES_TL and GL_JE_CATEGORIES_TL

PL/SQL procedure successfully completed.
