Symptoms

When approving the PO getting the below error

The error that occurs is:
Error: Tax Calculation : Unable to determine the Country code for the Location id: XXXX and Location type: SHIP_TO



STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. go to tax manager Responsibility -> Tax rules -> Defined tax rule where on geography type country on the SHIP TO when ship to location country is null go to BILL TO country.
2. Then navigate to Purchasing Responsibility -> Create PO having ship to location which have no country
3. try to save and approve

When press button Approve then the error message appears

tax calculation : Unable to determine the country code for the location id: XXX and Location Type: Ship_to
Error : Line #1, Shipment #1 , Distribution #1 Distribution is missing foreign currency rate
If you just press the save button:
An error occurred during tax calculation . please correct the problem or contact your system administrator
