Fs_clone Fails with "[ERROR] Patch service is not exist or running" (Doc ID 2704493.1)

Symptoms

On : 12.2.5 version, Online Patching - OP

When attempting to run fs_clone the following error occurs.

ERROR
-----------------------

Validating system setup.
  Node registry is valid.
  Log: <DIRECTORY>/logs/appl/rgf/TXK/verifyssh.log
  Output: <DIRECTORY>/logs/appl/rgf/TXK/out.xml
  Remote execution is operational.
  [ERROR] Patch service is not exist or running
