Ora-01001 Invalid Cursor When Trying to Create a Quote (Doc ID 2704805.1)

Symptoms

When attempting to create a quote, an user gets the following error message :

ERROR
-----------------------

APP-236066: The columns PRICE_LIST_ID has an invalid value 5915715
APP-236138: Error returned in ASO_QUOTE_HEADRES_PVT.Update_quote.
APP-236139: ORA-01001 invalid cursor


They can't create a quote on the last day of the month due to this error.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Try to create a quote on the last day of the month OR for testing purposes end dated price list with the end date today
2. Go to Quoting and try to create a quote .
3. Get the error

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot create quotes in the last day of the month.
