Why MTL_TXN_REQUEST_LINES.PICK_STRATEGY_ID is not null after the sales order pick move order is allocated?

As per the fix of Bug 20162011 mentioned in (Doc ID 2088662.1):
  Made changes in - INV_REPLENISH_DETAIL_PUB(INVTOTXB.pls),
procedure line_details_pub to null out the pick_strategy_id on MTRL
  for move order type Replenishment/Requisition.
So, the fix only applies to move order type Replenishment/Requisition.

For Replenishment/Requisition move order
MTL_TXN_REQUEST_LINES.PICK_STRATEGY_ID is null after allocation.

For Sales Order Pick move order
MTL_TXN_REQUEST_LINES.PICK_STRATEGY_ID is populated (Not Null) after allocation.
