R12: ECC Data Load For Receivables Fails with Error:"400 "title":"Application with short name Receivables doesn't exist for system EBS" (Doc ID 2705383.1)

While running Receivables Enterprise Command Center Data Load, data is not loaded on the dashboards. Receivables ECC Request Log file shows the following error:

The issue can be reproduced at will with the following steps:

Responsibility: Receivables Manager
Navigation: Concurrent Manager > Receivables Command Center Data Load


 Added profile 'ECC_DFF_DISABLED_VALUES' option to disable DFFs.
