Symptoms

ACTUAL BEHAVIOR
--------------------------
IB Instance incorrectly Expired as RMA Receipt Processed after Sales Order Issue

When a return occurs for a product that is not yet in the Install Base, the return sits in IB interface with a status of NEW and message, "There is no Active External Instance for the serial OR Serial hierarchy has some pending RMA/Shipment transactions."

Then once the next order is processed for that serial #, the IB interface initially processed the new sales order, but after the next Interface Install Base interface run, the IB record is incorrectly EXPIRED because the RMA is then interfaced even though it occurred prior to the sales order issue.

EXPECTED BEHAVIOR
-------------------------------
IB Instance should not be incorrectly Expired as RMA Receipt Processed after Sales Order Issue

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
 1. Create RMA in Order Management for a serial number that does not exist in Install Base.
Order Management > Orders, Returns > Sales Orders

2. Receive RMA
Inventory > Transactions > Receiving > Receipts

3. Let Cost Manager run

4. Run Interface Install base Lines under Oracle Install Base responsibility

5. Check IB interface and see that RMA has not been Processed.
Message: There is no Active External Instance for the serial OR Serial hierarchy has some pending RMA/Shipment transactions
exists

6. Under Order Management, enter a new sales order and ship it.
Ship the same serial number that existed for the RMA

7. Run Interface Install base Lines under Oracle Install Base responsibility

8. Notice that Sales Order has been processed and status is not Expired.

9. Run Interface Install base Lines under Oracle Install Base responsibility

10. Requery sales order in Install Base and see that status has been changed to Expired
