Symptoms
Problem Statement:
When attempting to run Retropay (Enhanced) with the custom element "Primary Classification : Company Quarters" , the following error occurs.
Error ORA-20001: FLEX-VALUE DOES NOT EXIST: N, VALUE, 142, N, SEGMENT,
Address Id, N, VALUESET, HR_HK_QUARTERS_ID
ORA-06512: at "APPS.HR_DFLEX_UTILITY", line 1271
ORA-06512: at "APPS.HR_ENTRY_API", line 3128
ORA-06512: at "APPS.HR_ENTRY_AP

Steps to Reproduce:
The issue can be reproduced at will with the following steps:
- Create Custom element for ""Primary Classification : Company Quarters""
- Update the above element to trigger the retro change.
- Run Retropay (Enhanced)
- Above error can be seen.
