DFF In RFQ Not Automatically Entered From Requisition In BWC

Symptoms
When attempting to create an RFQ from a requisition (Demand Workbench), DFFs (Additional Header Attributes (Buyer & Supplier)) are not getting a default value.
WORKAROUND:
------------
Create the RFQ in Sourcing, from scratch, not based on a requisition.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create DFF in Sourcing Application , global data elements
a) Enter "Supplier" Country
b) Enter "Supplier" City
2. Enable personalizations in ponDefineHdrPG for the DFF
4. From Sourcing, Create RFQ.
5. See default values for additional header attributes are entered.
6. Go to BWC/Demand Workbench
7. Search requisition XXXXXX
8. Document builder: New RFQ, outcome: Standard Purchase Order
see:
"Supplier" country and "Supplier" city are not auto defaulted.
