Taxation Country Becomes Empty when Tax Classification is Changed for Intercompany Transactions (Doc ID 2709215.1)

Symptoms

On : 12.1.3 version, Receivables Uptake of EBTAX

ACTUAL BEHAVIOR
The customer wants to know the cause of the issue and a permanent solution,
because this issue it's happening for all Intercompany transactions when the
Tax Classification is changed.

Due to this issue, users cannot maintain country in Tax Information.

STEPS TO REPRODUCE
The issue can be reproduced at will with the following steps:
Steps to reproduce the issue:
Scenario 1 - for AR transaction with Type = Intercompany
  Go to Spanish AR Localizations
  Open a transaction with Type = Intercompany
  Go to Line Items > Tax Information > Taxation Country is correct populated with ES
  Go to Lines > click to Tax Classification > change the Tax Classification > Save the change
  Go to Tax Information > Taxation Country it is not populated any more > is empty field - the issue has been reproduced

Scenario 2 - for AR transaction with Type = Regular Invoice
  Go to Spanish AR Localizations
  Open a transaction with Type = Regular Invoice
  Go to Line Items > Tax Information > Transaction Business Category = Sales Transaction > Taxation Country is correct populated with ES
  Change Transaction Business Category = Intercompany Transaction
  Go to Lines > click to Tax Classification > change the Tax Classification > Save the change
  Go to Tax Information > Taxation Country it is not populated any more > is empty field - the issue has been reproduced
