Symptoms
Problem Statement:
When negative earnings exists PAYE is calculating extra arrears amount.
Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. Create employee with Tax Code=283L, Cummulative
2. Add salary 659.60 and run QP for April and May 2020
3. In June earnings are 8291.67 (extra payment) - run qp
4. In July earnings are -143.97 - run qp
5. Check SOE for July:
PAYE=-72.03
Taxable YTD=9828.90
PAYE YTD=1708.17
In payroll messages:
PAYE Arreas of 68.23 outstanding
PAYE-Tax 3.8 refunded
