COGS Recognition for Zero Amount Transaction Lines populate without Distributions for Model Rows or Double Unscheduled Revenue Quantity (Doc ID 2709929.1)

Symptoms

COGS Recognition transaction has been populated but without distributions for model items.
REVENUE_RECOGNITION_PERCENT=0 in CRRL (CST_REVENUE_RECOGNITION_LINES ) table whenever the amount =0 (zero)
The expected value should be 1

The issue has also been noticed after applying the <Patch 31251003>:R12.AR.C

The following symptoms on double quantity of Unscheduled Revenue is also observed.

1. Create a Sales Order in Order Management
2. Run the Autoinvoice
3. Schedule 100% via Revenue recognition
4. Run the Revenue Recognition Master Program in Receivable
5. Sequentially running Record Order Management Transactions, Collect Revenue
Recognition Information, Generate COGS Recognition Events in Cost Management
6. Unschedule 100% of the revenue in Receivable
7. Run the Revenue Recognition Master Program in Receivable
8. Sequentially running Record Order Management Transactions, Collect Revenue
Recognition Information, Generate COGS Recognition Events in Cost Management
9. The COGS Recognition transaction related to the unscheduled revenue
recognition has double quantity
