Copied Modifier Can't Be Changed (Doc ID 2710869.1)

Symptoms

On : 12.2.8 version, Pricing Engine

When attempting to copy an existing Modifier after upgrading to 12.1.3 to 12.2.8
the following error occurs.

ERROR
-----------------------
The combination of values supplied in Global Usage and Operating Unit fields is not valid. An entity with Global Usage of Yes is available to all operating units. You can not assign an operating unit to this entity. An entity with Global usage of No must have an operating unit assigned

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Oracle Pricing Manager responsibility>Modifiers> Modifier Setup
2. Query an existing Modifier
3. Attempt to do any action on the modifier and notice the error displayed on the form
