Few Contingent Worker searching for the required training and they are unable to find it - so cannot enroll and do the training. Contingent Worker cost center and job role are in Maintain eligibility profiles and Contingent worker learner group have the learner Access for those certificates. the certificate has no end dates.

EXPECTED BEHAVIOR
-----------------------
Contingent workers will be added to the learning group.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Oracle Learning Management Administrator
2. Learner Group
3. Review the learner group and contingent workers are missing.
