How does one ensure that Installation Details Action are enabled for trackable Subscription Items in OM?

The issue can be reproduced at will with the following steps:
1.   Order Management responsibility,
2.   Enter a new sales order,
3.   Enter appropriate header level information,
4.   Navigate to Lines tab,
5.   Enter the Subscription item on the sales order line,
6.   Go to Actions,
7.   Installation Details not found in the List Of Values.
