Cannot Change Formula Ingredient UOM to UOM Other than Primary UOM (Doc ID 2712864.1)

Symptoms

On : 12.2.8 version, Product Development Formulas

ACTUAL BEHAVIOR
---------------
After applying patch 30576656:R12.GMD.C, can no longer change UOM code for ingredient in formula.

Upon save, the UOM code reverts back to the previous UOM.

EXPECTED BEHAVIOR
-----------------------
Expect the change to be saved.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Retrieve an existing formula.
2. On an ingredient line, change the UOM from the item's primary UOM to the item's secondary UOM.
3. Click Save. After normal message about existing recipes, UOM changes back to previous UOM even though message says changes applied and saved.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot change UOMs on formulas.
