No Notification Sent On Sourcing While Using The Action “Extend RFQ” (Doc ID 2713300.1)

Symptoms


When attempting to "Extend RFQ", no notification is delivered to suppliers.
The e-mail notification is absent, for participants of the RFQ.
Found there is no workflow activity NEGOTIATION_EXTENDED. There's only DISC_MESSAGE_SENT_MSG activity


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Sourcing Super User
2. Open an RFQ
3. From Actions = Extend RFQ
4. See confirmation:
"RFQ XXX has been extended. All invited and participating suppliers have been notified in email."
5. No supplier notification is received
