Symptoms
On : 12.1.3 version
When attempting to create tax rules, operator LOV doesn't show "NOT NULL" or "NULL" options.
EXPECTED BEHAVIOR
--------------
Operator LOV should show "NOT NULL" or "NULL" options
STEPS
-------------
Tax Manager > Tax rules > Craete a "Determine Place of Supply" rule > in Rule conditions select location type = "Ship From" > and in operator could not see "NOT NULL" or "NULL" options
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot create tax rule
