Why is Planned Resource Usage on a Batch so much Lower than on the Operation Setup? (Doc ID 2714138.1)

Goal

Operations were initially set up with resources set to a scale type of Fixed.

Customer realized, however, that when scaling down a batch or creating a small batch, there was no change in planned resource usage, the resources would still be planned for the full usage (this is how Fixed scale works), so they changed the resource scale type to Proportional.

Customer created a new batch, and found that the resource usage is now set to a very small number and don't understand why.
