On : 12.1.3 version, Transactions Related

When attempting to run Autoinvoice in a Brazilian localized instance
the following error occurs.

ERROR
-----------------------
Return Value from ar_gdf_validation.is_gdf_valid() = 0
Error calling ar_gdf_validation.is_gdf_valid()
Error calling raagdf()
Error calling raapic()

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Submit Autoinvoice with data for a Brazil localized instance
2. Data does not import and Autoinvoice Import Log File shows the error

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot Import data through Autoinvoice.
