How to Implement protection / security option to restrict access to Payslip function alone in Employee Self-Service (ESS) ?

E.g: If the system credentials of User (VVIPs and above level ) are shared with their Secretaries for official purpose.
Payslip is viewed via the payslip function "PAY_PAYSLIP_SS" through Employee Self-Service Responsibility.

So, Secretaries are allowed to access all self-service functions of heir respective VIPs
Is there any way or option to implement a protection to view this page like prompting user to enter a password as soon as they click on Payslip function .
