BWC Not Showing Released Amount

Symptoms
On Release 12.2.9 version, Purchase Orders Issue.
PROBLEM DETAILS
In Buyer Work Center (BWC), the Released amount for a Blanket Purchase Agreement is showing zero (0.00) which is incorrect.
However, for others there is a discrepency between the Released amount showing in BWC vs the Amount Released showing in iSupplier Portal for the same BPA.
Some have a small difference of only 0.01, while others are much larger.
For example, for BPA XXXXXXX, the Agreements page in BWC shows Released = 1,847,619.50.
The Orders page in iSupplier Portal, however, shows Amount Released = 1,853,119.50.
So there is a discrepancy of $5,500.00 between these two pages.
