Symptoms

 ACTUAL BEHAVIOR
---------------
The Tax category is not getting defaulted to new PO,
 while using copy PO for non catalog items. Ex: Type:-Service item.

EXPECTED BEHAVIOR
-----------------------
Tax category should be defaulted on new PO from copied PO for non catalog items.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a PO with a non catalog item.
2. Apply the taxes and save it.
3. Go to the tools --> copy document.
4. New PO created and observed that tax category has not been defaulted/copied from original PO.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot apply tax category manually for the copied PO.
