Spot Bid Doesn't Automatically Award The Lower Bid Carrier When Bid Is Greater Than Shipment Cost (Doc ID 2714916.1)

Symptoms

During the Spot Bid process after the process times out the lowest bidder is not awarded if the bid is greater than the Shipment Cost.

When using Domain Settings with the "Use Parameter Set on Shipment" flag checked, when performing Spot Bid Tender it is using the DEFAULT PPS instead of the PPS defined on Shipment.
