Employee External Learning Review page not showing and auto approved.

EXPECTED BEHAVIOR
-----------------------

External learning request should show the approver in the review page and should be sent for approval

STEPS
-----------------------
1. Created the business rules using the OTA_EXT_LRNG_JSP_PRC
2. Transaction initiated through the Learner self service responsibility
3. Getting auto saved without showing the approver region
4. Run the test workbench for the mentioned WF process and its working without any error
5. Function name is OTA_EXT_LEARNING_SS & added with &pApprovalMode=Y inside the parameter field.
6. Even after the above changes when initiating the external learning request not getting the approver region and transaction going in to auto save.
