Symptoms

On : 12.2.8 version,

Customer is Unable to book/proceed with Order creation in Production and getting below error message


ERROR

ORA-01403: no data found
ORA-06512: at "APPS.OE_LINE_UTIL", line 13114
ORA-01403: no data found in Package OE_ACCEPTANCE_UTIL Procedure Default_Contingency_Attributes



STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1.Responsibility : Oracle Order Management
2.Navigate to Orders Return
3.Enter order header
4.Move to lines
5.Book order via Book order button and receives error


BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot book and process order
