Custom Security Profile Is Not Working For Succession Planning (Doc ID 2715778.1)

Symptoms

Problem Statement:
Custom Security Profile Not Working for Succession Planning

User is trying to limit the access of line managers to Succession Planning so that a manager can only create succession plans for positions that exist within the specific manager's department. As this would be a dynamic query, user created a security profile, using the Custom Security tab, but Succession Planning then has no security - managers can still create plans for all positions in the organization and their reports are no longer listed on the Worker Plan Details tab in Succession Planning.
As a test, user created a security profile that uses the Organization Security tab only, to restrict access to one department. This works, apart from the fact that all managers can then create succession plans for that department only, hence the need to use the Custom Security tab to generate the access to departments dynamically for the logged in manager.

Steps to Reproduce
The issue can be reproduced at will with the following steps:
1) Create security profile using Custom Security tab
2) Assign security profile to responsibility
3) Access Succession Planning using the responsibility
4) The user has access to all positions
