New Duplicated Checklists Cannot be Submitted and Stay in Saved Status

Symptoms
On : 12.2.8 version, Credit Management WorkFlow Processes
ACTUAL BEHAVIOR --------------- When you duplicate an existing Checklist and then attempt to Submit the new duplicated checklist, the status remains Saved and not Submitted.
EXPECTED BEHAVIOR ----------------------- Expect to be able to submit a new duplicated checklist.
STEPS ----------------------- The issue can be reproduced at will with the following steps: Credit Management Super User > Credit Management > Policy Management > Checklists Query existing submitted Checklist. Status submitted
Query Checklist from back end. select * from ar_cmgt_check_lists where check_list_name = 'submitted_checklist';
Duplicate existing Checklist to create a new one. (using the icon) Click Apply See the message that 'record has been saved successfully.'
Query new “Saved” Checklist. Update new “Saved” Checklist. Click Next through all 8 Steps. Click Submit. Query new Checklist from back end. New checklist still in Saved status.
BUSINESS IMPACT ----------------------- The issue has the following business impact: Due to this issue, users cannot submit the new duplicated checklist.
