Purchase Order Is Not Converting Quantity Correctly For OSP Item From An OSP Work Order (Doc ID 2715877.1)

Goal

User has an OSP Bill of materials where the Assembly Item is in Grains
The OSP Item is in Pounds
The conversion rate for Grans to Pounds is 7000 Grains = 1 Pound
When user runs the Oracle procedure po_uom_s.uom_convert for the qty 7000 going from Grains to Pounds for the OSP item the procedure returns 1.
User created a work order for 7000 for the assembly Item and after requisition import runs it creates a line in autocreate for the OSP item for 7000 Pounds not 1 Pound.

Why is the UOM conversion not being honored and requisition import is assuming a 1 to 1 conversion rate between the assembly item and the OSP item?
