Symptoms

GMS: Submit/Baseline Award Budget (GMSBUDSB) is completing with an error:

Baseline has failed because no budget exists for the project &PROJECT_NUMBER and award &AWARD_NUMBER.
GMS_BUDGET_UTILS.GET_BASELINED_VERSION_ID- In NO_DATA_FOUND exception



&PROGRAM_NAME : Encountered Oracle error 100. Refer to Oracle server messages and codes manual. Report to Oracle Worldwide Support with the message ORA-01403: no data found
GMS_BUDGET_PUB.BASELINE_BUDGET - While fetching baselined version id, when others exception
Award Budget Submit/Baseline process failed.
